Traffic Advisory for the Week of August 4, 2025
EASTERN KERN, INYO, and MONO COUNTIES – The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of August 4 – August 8.
Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.
New Traffic Impacts
Eastern Kern County
- Mojave Wire Crossing – On State Route 58 from Business Route 58 at Exit 172 to approximately six miles east, utility crews will cross wire over the roadway Monday through Friday from 6:00 am to 6:00 pm. There will be intermittent traffic breaks and drivers may experience brief delays.
- Kern River Valley Pole Replacement – On State Route 178 W between Kelso Valley Road and Fay Ranch Road near Weldon, utility crews will replace poles on Monday from 9:00 am to 3:00 pm. There will be one-way traffic control and drivers may experience 10-minute delays.
Inyo County
- Bishop Creek Utility Work – On State Route 168 W at South Lake Road near Aspendell, utility crews will dig pole holes on the westbound shoulder on Saturday, August 3, from 7:00 am to 4:00 pm. There will be intermittent one-way traffic control and drivers may experience 10-minute delays.
Mono County
- Cemetery Road Utility Work – On U.S. 395 near Cemetery Road north of Lee Vining, utility crews will replace a pole and cross wire over the roadway on Tuesday from 7:00 am to 5:00 pm. There will be one-way traffic control and drivers may experience 20-minute delays.
- Bridgeport Utility Work – On U.S. 395 from Emigrant Street to a half mile west, utility crews will replace poles and cross wire over the roadway on Wednesday from 8:00 am to 4:00 pm. There will be one-way traffic control and drivers may experience 10-minute delays.
Ongoing Traffic Impacts
Inyo County
- Bishop Pavement Project – Crews are installing drainage infrastructure on U.S. 395 from the southwest corner of State Route 168 W (W. Line Street) to just south of Lagoon Street. Southbound traffic shifts to one lane beginning at Church Street. On North Sierra Highway, construction is ongoing from See Vee Lane to Wye Road. The southbound outside lane, sidewalk and shoulder in both locations are closed during construction. The speed limit is reduced to 35 mph from See Vee Lane to Wye Road and 25 mph from W. Line Street to just south of Jay Street. Lagoon Street is inaccessible from U.S. 395, but detours are available. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm, and drivers may experience brief delays.
- Meadow Farms ADA Project – On U.S. 395 from Barlow Lane to See Vee Lane in Bishop, crews continue clearing and grubbing the land in preparation for multi-use paths on both sides of the highway and installing underground electrical conduit. The southbound outside lane and shoulder between Tu-Su Lane and See Vee Lane are closed until further notice. Work is scheduled Monday through Friday from 6:00 am to 6:00 pm. One lane in each direction will remain open at all times, and drivers may experience brief delays. Businesses and driveways remain accessible during construction.
- Fish Springs Pavement Project – On U.S. 395 near Big Pine, major highway construction has shifted south of town. Permanent lane closures in Big Pine will lift once the application of temporary striping and paint is complete. Drivers may encounter smaller, temporary closures in town going forward. South of Elna Road, crews are constructing a temporary traffic switch that will go into use once rehabilitation work resumes. Work is scheduled Monday through Friday from 6:00 am to 6:00 pm. The speed limit is reduced to 25 mph through town and 55 mph south of Big Pine. Drivers may experience brief delays.
- Olancha-Cartago 4-Lane Project – On U.S. 395 from south of Olancha to north of Cartago, there will be intermittent lane closures in both directions as crews continue construction activities on the highway. The speed limit remains 55 mph through the project area.
Mono County
- Sonora Junction Shoulders Project – On U.S. 395 from Burcham Flat Road to State Route 108 north of Bridgeport, crews continue constructing wildlife fencing Monday through Friday from 7:00 am to 6:00 pm. There will be one-way traffic control, and drivers may experience 20-minute delays.
- Rock Creek Pavement Project – On U.S. 395 near Tom’s Place, crews are performing erosion control and installing new guardrail. There will be intermittent lane closures and drivers may experience brief delays. Businesses in Tom’s Place remain accessible. The speed limit is reduced to 55 mph through the project area. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm.
- State Route 120 CIR Project – On State Route 120 E between Lee Vining and Benton, crews will begin laying Hot Mix Asphalt next week near Baxters Road and from Black Lake Road to two miles north. Work is scheduled Monday through Friday from 7:00 am to 7:00 pm. There will be one-way traffic control, and drivers may experience 20-minute delays. The speed limit is reduced to 45 mph outside of work hours.
- Walker Bicyclist Safety Improvements – On U.S. 395 from Eastside Lane to just north of Hackney Drive in Walker, crews are restriping the pavement to enhance bicyclist safety. Work is scheduled Monday through Friday from 7:00 am to 5:00 pm. There will be one-way traffic control through the project area and drivers may experience 10-minute delays.
- Mammoth Lakes Utility Work – On State Route 203 approximately two miles east of the Mammoth Mountain Lodge, utility crews will continue replacing poles on Tuesday from 8:00 am to 4:00 pm. There will be one-way traffic control and drivers may experience 10-minute delays.
The Olancha Cartago 4-Lane Project received $38.3 million, the Fish Springs Pavement Project received $36.79 million, the Bishop Pavement Project received $18.36 million, and the Sonora Junction Shoulders Project received $16.8 million from the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. The Fish Springs Pavement Project received $4.77 million, the Bishop Pavement Project received $2.4 million, and the Rock Creek Pavement Project received $2.1 million from Senate Bill (SB) 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
