Freeman III CAPM Project to Start on Monday

EASTERN KERN COUNTY – Work will begin Monday, May 1, on the Freeman III CAPM Project on State Route 14 from 1.1 miles north of Red Rock Canyon Road to 3.5 miles south of the Freeman Gulch Bridge. This minor pavement rehabilitation project will extend the service life of approximately 15.1 lane miles of roadway just north of Red Rock Canyon State Park.

Crews will first dig out localized sections of the roadway and recycle it using Hot Mix Asphalt, known as partial depth recycling (PDR), which will then be reapplied to the excavated areas. They will then lay a 0.22’ layer of Rubberized Hot Mix Asphalt on top of the PDR. This will restore the ride quality and serviceability of the existing roadway. Other details of the project will include:

·        Shoulder backing 3’ from the edge of the pavement

·        Upgrading traffic signs to current standards

·        Replacement of 42 object, postmile, and culvert markers

·        Addition of rumble strips through the entire project area

Griffith Company was awarded the contract for this $8,734,000 project. During the project’s 60 working days, there will be one-way-reversing traffic control with a flagger. Work is scheduled for Monday through Friday from 6:00 am to 7:00 pm and drivers may experience 20-minute delays.

The anticipated completion date of this project is August 1, 2023.

The Freeman III CAPM Project is fully funded by Senate Bill (SB) 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1. Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.
