Town Council Meeting Action Items for April 1, 2026

Town Council approved the proclamation declaring April, 2026 as Fair Housing Month. Town Council received a presentation on the final 2026 Regional Housing Needs Study Report, the North Village Specific Plan Regulatory Framework, the 2025 Year in Review and the Transient Occupancy Tax Collection and Certified Properties update. Town Council appointed Michael Britton, Joshua Graef, and William Harder to serve as members of the Building Advisory Committee/Board of Appeals, with terms expiring on April 1, 2030. Town Council authorized staff to begin working with the applicant team and qualified financial consultants on an analysis to determine the extent of the feasibility gap of the Mammoth Crossing project, provided that the applicant bear 100% of the costs of the financial review and that the results of the analysis do not represent a formal decision of any kind or a commitment by the Town Council to enter into negotiations for a development agreement. Town Council received the second quarter Fiscal Year 2025/26 Budget Report and adopted the proposed resolution amending the Fiscal Year 2025/26 budget as recommended in Attachment A. Town Council authorized the Town Manager to finalize terms and execute an agreement with Systems Source, Inc. to purchase furniture for the Civic Center / Town Hall in a not-to-exceed amount of $1.5 Million. Town Council awarded the contract for Annual Linear Striping Maintenance of Town Roads MAINT 26-001. Town Council awarded the contract for the Minaret MUP base bid to the lowest responsive bidder, Spiess Construction Co., Inc. in the amount of $2,584,499.55. Work is scheduled to commence this summer. 2025 Town of Mammoth Lakes Year in Review

Every year the Town produces a report highlighting the major accomplishments, new amenities and valued programs and services in a document called the Year in Review. The Town’s goal for 2025 was to focus on all opportunities, remove barriers to action and execute our core services with a high degree of efficiency. Through the pages of this review, you will see countless examples of this hard work and dedication to the community. The many accomplishments highlighted throughout this report reflect the quality, dedication and resourcefulness of Town employees. It is through their efforts that the vision and priorities of the Town Council and expectations of the community are accomplished. The entire Town team looks forward to another productive and successful year in 2026, including a celebration with everyone at the opening of the Town’s new Town Hall this summer. Lakes Basin Opening Update

The road to the Mammoth Lakes Basin opened today (4/3) to pedestrians and bicyclists ONLY. Please park completely off the pavement and do not block the travel lanes near the Lakes Basin gate. Administrative vehicles will be entering and exiting the area so be careful and if possible, stay on the side of the road. Please watch for unstable and rotten ice on the lakes and make sure to always keep your dogs on a leash and clean up after your dog. Currently, there is no anticipated opening date for vehicular access within and around the Lakes Basin. Please visit the Inyo National Forest website [https://www.fs.usda.gov/r05/inyo] for campground information in the Mammoth Lakes area. Conditions are assessed weekly and opening dates will be posted there.

Prescribed Fires Planned for Spring and Summer on Inyo National Forest

Over the next several weeks and into the early part of this summer, Inyo National Forest [https://www.fs.usda.gov/r05/inyo] fire personnel along with supporting resources from neighboring agencies will target prescribed fire operations to improve ecosystem health and reduce hazardous fuels on potentially all Ranger Districts of the Forest. In the North Zone (Mono Lake and Mammoth Ranger Districts), the prescribed fire will be up to 2,193 acres of broadcast burning along the Highway 395 corridor north of the Town of Mammoth Lakes and south of the south June Loop junction. Smoke and flame may be visible from many miles away, including from Highway 395 and the nearby communities. Visit https://fire.airnow.gov/ to check particulate levels in your area.

The Climate Action and Adaptation Plan (CAAP) is the Town’s first ever roadmap to improve resilience to the impacts of climate change and reduce greenhouse gas emissions, which worsens the impacts.
