Bishop Paiute Tribe Request for Proposal: Network Operations Center Building Rehab

Dear Prospective Contractor:
The Bishop Paiute Tribe (the “Tribe”) is soliciting proposals from qualified construction firms or contractors to complete a network operations center (NOC) as part of a Broadband Project funded by the NTIA Tribal Broadband Connectivity Program. The project period of this service will be 3 months (August 25, 2025 to November 25, 2025).
A mandatory on-site meeting and walkout will be held on July 24 at 10:00AM at 2490 Diaz Ln, Bishop, CA 93514. A sign-on sheet will be provided at the location, and a representative of the construction firm must be present in order to be eligible to bid.
As the construction contractor, your primary responsibility will be to Complete reconfiguration of units 1 and 2 at 2490 Diaz Ln. into a single unit suitable for housing a network operations center (NOC). Your role will involve close coordination with various stakeholders, including internal teams, contractors, clients, and regulatory authorities. You will work closely with the BPT Information Technology Department, Environmental Management Office, Public Works, Tribal Staff and Tribal Leadership to facilitate decision making & collaborate on grant reporting and compliance.
Bishop Paiute Tribe Understands that this project requires several skillsets, all of which may not be available from a single contractor. Areas of work that are not covered under the successful bid may be re-introduced as secondary RFPs at the discretion of the Tribe. Areas of work include but may not be limited to:
- Demolition and disposal of existing walls, fixtures, and structural components • Plumbing and HVAC redesign and repair
- Carpentry and framing including addition and removal of doors and windows • Carpeting, tiling, and floor reinforcement
- Internal drywall and external siding and skirting repair and paint
- Roof inspection and repair
- Electrical inspection, repair, and installation including 120V, 240V, and low voltage/data/fiber
- Installation, modification and repair of perimeter fencing
- Installation of bollards and laying of gravel in parking areas
- Others as listed in the “Project Description” below
The project is located on the Bishop Paiute Reservation in the Owens Valley of Inyo County, California, in the region known as the Eastern Sierra. The Bishop Paiute Tribe is located at 50 Tu Su Ln., Bishop California.
Technical questions or requests for clarification shall be directed, in writing, to the email address below. The Tribe’s responses to a proposer’s question(s) will be provided via return email only to the proposer asking the question(s), and not shared with other respondents.
Closing date for submitting proposals will be August 11th 2025. Proposals submitted after the closing date may not be considered.

1. Rules Governing Proposals
Confidentiality:
The content of all proposals will be kept confidential throughout the selection process and afterward. Copies of any proposal will not be shared with other respondents.
Acceptance / Rejection of Submittal:
The Tribe reserves the right to reject any or all responses to this RFP, to waive minor irregularities in any proposal or in the RFP procedures, and to accept any proposal presented which meets or exceeds these specifications and which is deemed to be in the best interests of the Tribe.

e) Any claims / disputes / litigation (1 page max)
f) Statement of Assurance that the firm is not in violation of any regulatory statues (1 page)
g) Fee Schedule, based on hourly rate. (1 page)

4. Project Description
The Tribe has received a Construction Grant from the National Telecommunications and Information Administration (NTIA) to develop a fiber-optic/LTE hybrid broadband network. This request for proposal is to make ready an existing building to serve as the network operations center (NOC) at the center of the network. Critical aspects of the project are listed below:
- The attached drawing is approximate. Window and door widths are not to scale. Outlet and data port locations are subject to change as determined by the contractor and BPT
INTERIOR
- East side bathroom and kitchen counter including cooktop and sink to be removed • South east outside window to be filled in, and the west wall of that room is to have a reinforced glass observation window installed
- South west door to be removed and filled in
- North east interior wall to be removed
- Outlets and data ports are not shown in “before” drawing
- Outlets and data ports in “after” drawing color coded:
- Blue= in floor (4 ea)
- White= 12″ height (14 ea)
- Yellow= 5′ height and 12” height (6 ea)
- Equipment room floor to be reinforced with 1″ plywood and linoleum tile
- 2 240V connection(s) added in equipment room floor
- Installation of ground bus bar tying racks, cable trays, and outside ground
- 3 free standing 4 post server racks and overhead cable trays to be installed in equipment room
- Mini split a/c unit to be installed in equipment room
- Fire suppression system (non-residual) to be installed in equipment room
- Existing a/c systems and ducting to be inspected and replaced as needed
- Vent hood to be installed over cook top
- Carpet is to be replaced throughout
- Drop ceiling tile to be replaced throughout
- Lighting to be replaced with LED tube lights
- Equipment room door must be steel security doors
EXTERIOR
- Outside door
- Inside wall surfaces repaired and painted
- Outside skirting replaced
- Outside wall surfaces repaired and painted
- Roof to be inspected and repaired as necessary
- Access control, fire alarm, surveillance system installed
- Exterior lighting and motion detection
- Installation of redundant circuit breaker panels to serve 240V connections
- Installation of external copper ground rod
GROUNDS AND SURROUNDING AREA
- Exterior deck to be repaired
- Fencing surrounding property to be inspected and repaired, and barbed wire to be installed
- Double wide gate to be installed on west side of the perimeter fence to facilitate access by trucks and forklifts
- Play equipment to be removed
- Gravel to be added to yard area behind the building (play area) as needed to make surface ready
for storage - Bollards to be added on North side
5. General Information: Terms and Conditions
1. The Tribe may require any clarification or change it needs to understand the selected contractor’s project approach.
2. The Tribe reserves the right to reject any or all proposals, and is not liable for any costs the
contractor incurs while preparing or presenting the proposal.
3. The Tribe reserves the right to cancel this RFP upon a good cause finding.
4. The Tribe may award a contract to the contractor whose proposal, in the opinion of the Tribe,
would be most advantageous to the Tribe.
5. Every employer or contractor shall be required to submit to the Bishop TERO Manager for its
approval a Compliance Plan setting forth how the employer or contractor intends to meet
obligations under this Ordinance. No employer/contractor shall commence work on the Bishop
Paiute Reservation (Reservation) until the Compliance Plan is approved by the TERO Manager.
6. The TERO Ordinance, under Section 17.0, subsections 17.1 and 17.2 states: Every contractor
and sub-contractor conducting business on the Reservation and with a contract of $1000.00 or
more shall pay a one-time Employment Administrative Fee of four percent (4%) of the total amount
of the contract per each contract. Said fee shall be paid prior to commencing work on the
Reservation. However, where good cause is shown the fee may be paid in installments over the
length of the contract, if approved by the Commission.
7. A Tribal Construction Permit will be required prior to commencement of work. This permit ensures that the work plan has been approved by Tribal environmental, historic preservation, employment rights, and public works have been consulted on the project.
8. Materials delivered directly to the Tribe are exempt from CA tax, but subject to a Tribal tax of 6%
per Tribal ordinance.
9. The selected contractor will be required to assume responsibility for all services outlined in the
RFP, whether the contractor produces them, unless otherwise agreed in writing.
10. This RFP does not commit the Tribe to award a contract, nor to pay any costs incurred in the
preparation of the response to the RFP. The Tribe reserves the right to accept or reject any or all
responses received as a result of this request or to cancel this RFP in part or in its entirety. The
Tribe may request additional information from responders.
11. Failure of the Contractor to perform the scope of work identified or to meet the performance
standards established by the resulting Contract include, may result in the following: a. Bishop
Paiute Tribe’s reduction or withholding of payment under the Contract, b. Bishop Paiute Tribe’s
right to require the Contractor to perform, at the Contractor’s expense, any additional work
necessary to perform the scope of work or to meet the performance standards established by the
resulting Contract; and c. Bishop Paiute Tribe’s rights, which the Tribe may assert individually or
in combination, to declare a default of the resulting Contract, to terminate the resulting Contract,
and to seek damages and other relief available under the resulting Contract or applicable law.
