On a wonderful spring evening, members of the Eastern Sierra Community Housing Board met in Mammoth Lakes to discuss the challenges facing our neighborhoods during an historic housing shortage with prices skyrocketing in California.

The simple truth is that many homes in Mammoth Lakes, then June Lake, and now Bishop are seeing a dramatic rise in prices and a critical shortage of housing for those who actually live in and contribute to the local economy consistently over the course of the year.

There is no secret in saying that many residences within our communities are owned by second and third home owners. Many of these are often rented out to temporary workers from all over, be it international travelers or more local visitors from Los Angeles or San Francisco.

The problem is twofold: either the property remains empty much of the year, contributing to a lack of direct involvement in both our lives on the Eastside and our economy, or they are swept out from under short-term renters commonly trying to build lives here with little notice and little to no option as to where else to go.

Our workers – meaning the people who feed us, the people who do the dishes, the people who landscape our properties, drive and pilot our Sierra Lifeflight rescue services, and who may run local businesses or are just trying to start one – need affordable and reliable housing.

If we are to truly address an issue that our entire state is facing, and that we happen to feel more acutely because of the unique and exotic nature of our recreational opportunities, there must be organization among us to properly steward our communities into a stable future.

> @41:40 – Innsbruck Lodge 16 apartment group (Mammoth Lakes) consisting of 13 studio, 2 one-bedroom, 1 manager’s unit, pending final Certificate of Occupancy.

> @47:45 – Access Apartments 13 apartment group (Mammoth Lakes) consisting of mixed studio and 1-bedroom, expected construction completion in June with expected leases and sales by Fall of 2025.

> @52:10 – Valley Apartments 19 apartments group (156 East Clark Street, Bishop) consisting of 17 studio, 2 one-bedroom, in predevelopment with expected completion sometime in 2027. These are the same developers as the Innsbruck Lodge who specialize in affordable housing and historic preservation and restoration.

> @55:14 – Silver Peaks (935 Spruce Street, Bishop) consisting of 60 rental apartments and 14 owner-occupancy town homes with expected completion in 2027, bundling partnership with Eastern Sierra Transit Authority regarding a grant for transit infrastructure and the reduction of greenhouse gas emissions. This is partially dependent upon federal grants which are being regularly monitored for changes moving forward.

All development is tied to regulations regarding the locality and employment of residents.

@1:20:25 – President Tom Hodges discusses a proposal for the original K-Mart Location at 910 North Main Street regarding the development of 100 studio apartments over the demolished building in conjunction with other amenities including support for more food and beverage operators and three quick-service restaurant pads along the highway frontage of Highway 395.
