November 13, 2024

The Governing Board of the Great Basin Unified Air Pollution Control District has announced  that the District’s Air Pollution Control Officer, Phill Kiddoo is retiring from the District after  almost 20 years of service with the agency. The District is a regional government agency  covering Inyo, Mono, and Alpine Counties and is responsible for enforcing federal, state, and  local air quality regulations.

Mr. Kiddoo started his employment with the District as an entry-level analyst and through the  years worked his way up to his appointment in 2015 as the District’s Air Pollution Control  Officer, the agency’s executive officer. A primary focus of Mr. Kiddoo and the District’s efforts  over his career was the Owens Lake dust mitigation efforts implemented by the City of Los  Angeles Department of Water and Power. These mitigation efforts achieved significant progress  toward attaining the federal air quality standards for particulate matter over the past several  decades. Looking back on his years at the District, Mr. Kiddoo recounted that the District was a great place to work because of its ability to function efficiently and effectively, the dedicated  staff, and the engaged Governing Board. The District and the Governing Board thank Mr.  Kiddoo for his years of service and wish him the best in his retirement.
