EASTERN KERN, INYO, and MONO COUNTIES, Traffic Advisory for the Week of 8/9/2021 – 8/13/2021

EASTERN KERN, INYO, and MONO COUNTIES – The California Department of Transportation (Caltrans) announces the following project work and traffic impacts from these projects for the week of August 9 – August 13, 2021.
Eastern Kern County:
Rosamond-Mojave Rehabilitation Project – On State Route 14, northbound and southbound traffic has been rerouted to one lane in both directions on the northbound side through the project area.
o  The placement of Continuously Reinforced Concrete Pavement on the southbound lanes has been completed. The traffic switchover to the southbound lanes from the northbound lanes is scheduled for Tuesday, August 17.
o  The on- and off-ramps for Dawn Road, Backus Road, and Silver Queen Road are closed until further notice. The temporary off-ramp at Silver Queen Road will be closed until Monday, August 9. Drivers are encouraged to use alternate routes to get to Dawn Road and Backus Road.

State Route 202 Guardrail Work – On State Route 202 between Jeffery Road and Schout Road in Tehachapi, crews will be performing guardrail work on Tuesday from 7:00 am to 3:30 pm. There will be one-way traffic control. Drivers may experience delays of up to 10 minutes.
Boron Digouts – On State Route 58, paving has been completed. There will be a striping operation between Rosamond Boulevard/Exit 186 and the Kern/San Bernardino County line, Monday to Thursday from 6:00 am to 8:00 pm, and on Friday from 6:00 am to 3:00 pm. On State Route 58 one eastbound and one westbound lane will be closed intermittently. Additionally, the following on-ramps and off-ramps will close alternately to allow the striping operation to pass.
o  Rosamond Boulevard
o  Claymine Road
o  Twenty Mule Team Road
o  Boron Avenue
The Borax Road and Gephart Road exits will remain open.
State Route 14 Pavement Repair – On State Route 14 between Robber’s Roost and the junction with State Route 178 W, crews will be prepping the road for the Kern 14 Chip Seal project by working Cold Mix Asphalt into the road with a grader. Work is scheduled for Tuesday from 8:00 am to 5:00 pm. There will be one-way traffic control. Drivers may experience delays of up to 30 minutes.
Inyo County:
Pedestrian Safety Project – In Bishop, crews will be performing electrical work at the following locations:
o  State Route 168 W (West Line Street) between Home Street and Fowler Street, Monday through Friday overnight from 6:00 pm to 6:00 am.
o  State Route 168 W (West Line Street) at the intersection with northbound Edwards Street, Monday through Friday overnight from 6:00 pm to 6:00 am.
o  U.S. Highway 395 (Main Street) between East Pine Street and Park Avenue, Monday through Friday from 7:00 am to 5:00 pm.
o  U.S. Highway 395 (Main Street) at the intersection with eastbound East Elm Street, Monday through Friday from 7:00 am to 5:00 pm.
There will be intermittent lane closures. Westbound traffic on Elm Street will be diverted onto Central Street.
Mono County:
Oasis Thin Blanket – On State Route 266 from the junction of State Route 168 E to the Nevada state line to the north, crews will be performing paving work Monday to Friday from 6:00 am to 7:00 pm. There will be intermittent lane closures and drivers may experience delays of up to 20 minutes.
State Route 203 Shoulder Cleaning – On State Route 203 between the Earthquake Fault turnoff and Mammoth Knolls Road in the town of Mammoth Lakes, crews will be clearing the shoulders of debris. There will be one-way traffic control Monday to Wednesday from 7:00 am to 5:00 pm. Drivers may experience delays of up to 15 minutes.
D9 End Treatments – Crews will be performing guardrail work in the following locations Monday through Friday from 7:00 am to 5:00 pm.
o  On State Route 120 W between three miles west of the Lee Vining Gate and the Lee Vining Gate, there will be one-way traffic control. Drivers may experience delays of up to 20 minutes.
o  On U.S. Highway 395 between Pumice Mine Road and West Portal Road
o  On State Route 89/Monitor Pass near Boarshead Road, Monday to Thursday from 7:00 am to 5:00 pm, and on Friday from 7:00 am to 3:00 pm, there will be one-way traffic control. Drivers may experience delays of up to 20 minutes.
Mono Lake Thin Blanket – On U.S. Highway 395 between Picnic Ground Road and Cemetery Road north of Lee Vining, crews will be performing grinding and paving work Tuesday through Friday from 6:00 am to 8:00 pm. There will be one-way traffic control with a pilot car. Drivers may experience delays of up to 20 minutes.
Mono Striping Operation – On U.S. Highway 395 between about 7 miles south of the junction with State Route 108 and Eastside Lane in Walker, crews will perform a moving striping operation. Work is scheduled for Tuesday and Wednesday from 7:00 am to 4:30 pm. Drivers may experience delays of up to 5 minutes.
Projects on the state highway system with minimal or no delays:
Eastern Kern County:
State Route 202 – Utility work at Conway Avenue in Tehachapi on Wednesday from 9:00 am to 10:00 am.
State Route 178 E – Tree work at Richmond Road in Ridgecrest on Tuesday from 8:00 am to 4:00 pm.
Inyo County:
State Route 168 E – Utility work on State Route 168 E (West Line Street) in Bishop between Shepard Lane and Mountain View Road on Thursday from 9:00 am to 2:00 pm.
Mono County:
North Sherwin Shoulders ­– On U.S. Highway 395, from 2.4 miles south of Lower Rock Creek Road to 0.3 miles north of Lower Rock Creek Road, crews are widening the shoulders, upgrading drainage, installing skip rumble strips, and adding guardrail, and erecting retaining walls to prevent disturbance of surrounding vegetation. Traffic is confined to the inner-most lanes by K-Rail and delineators until further notice. There is a bicycle detour on Lower Rock Creek Road. The speed limit is 55 miles per hour through the work zone. Crowley Lake Erosion Control – Shoulder work from 0.3 miles south of ­the South Landing Road exit near Crowley Lake to the South Landing Road exit Monday to Friday from 6:00 am to 8:00 pm.
Mono Chain-up Areas – Crews will be performing shoulder work in preparation for the Mono Chain-up Areas project in the following locations along U.S. Highway 395:
o  2.7 miles south of Lower Rock Creek Road
o  0.3 miles north of Rock Creek Road
o  0.8 miles north of the southbound offramp for State Route 203
o  0.2 miles south of the northbound offramp for State Route 203
o  Just south of the junction with State Route 270/Bodie Road
Work in these locations is scheduled for Monday through Friday from 7:00 am to 4:00 pm.
The Rosamond-Mojave Rehabilitation project and the State Route 14 Pavement Repair project are funded by SB 1, which provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
