Caltrans Weekly Traffic Advisory for the week of July 13, 2026

Traffic Advisory for the Week of 7/13/2026 to 7/17/2026
EASTERN KERN, INYO, and MONO COUNTIES – The California Department of Transportation (Caltrans) announces the following project work and traffic impacts for the week of July 13 – July 17.
Work schedules are subject to change due to traffic incidents, weather, availability of equipment and/or materials, and/or construction-related issues.
New Traffic Impacts
Eastern Kern County
- Mojave Streetlight Work – On State Route 14 from the northern junction with Business Route 58 to Proteus Road, the southbound outside lane and shoulder will close while utility crews work on streetlights on Friday from 8:00 am to 4:00 pm. Drivers may experience brief delays.
Inyo County
- Owens Lake Pole Replacement – On State Route 136 from U.S. 395 near Lone Pine to the Owens River, utility crews will replace poles on Wednesday from 8:00 am to 4:00 pm. There will be one-way traffic control, and drivers may experience 10-minute delays.
Mono County
- Walker Canyon Crack Seal Work – On U.S. 395 from Chris Flat Campground to Shingle Mill Picnic Area in Walker Canyon, there will be one-way traffic control while crews seal cracks on the highway Tuesday through Thursday from 7:30 am to 3:30 pm. Drivers may experience 5-minute delays.
- State Route 108 Shoulder Closure – On State Route 108 from U.S. 395 to the winter closure gate near the Marine Corps Mountain Warfare Training Center, the shoulders in both directions will close while crews haul large amounts of excavated material. Work is scheduled Monday through Friday from 8:00 am to 4:00 pm.
- Conway Summit Pole Replacement – On U.S. 395 from Virginia Lakes Road to State Route 270 (Bodie Road), the southbound outside lane and shoulder will close while utility crews replace poles Monday through Friday from 7:00 am to 4:00 pm.
- Sunny Slopes Utility Work – On U.S. 395 from Old Sherwin Grade Road to one mile south, there will be shoulder closures in both directions while utility crews perform vegetation work Monday through Thursday from 8:00 am to 4:00 pm. Drivers may experience brief delays.
Ongoing Traffic Impacts
Eastern Kern County
- Tehachapi Fence Work – On State Route 202 from W. Tehachapi Boulevard to Tucker Road, the shoulders in both directions are closed for fence work Monday through Friday from 8:00 am to 4:00 pm. Drivers may experience brief delays.
Inyo County
- Bishop Pavement Project – The southbound outside lane of U.S. 395 and sidewalk between Academy Avenue and Line Street are closed for sidewalk and drainage work and turns onto Academy Avenue and Church Street are unavailable. The speed limit is reduced to 35 mph from See Vee Lane to Wye Road. Work is scheduled Monday through Friday from 6:30 am to 6:00 pm. Drivers may experience brief delays.
- City of Bishop Water Main Replacement Project – On State Route 168 W (W. Line Street) from Fowler Street to U.S. 395, the road will fully close intermittently while the City of Bishop replaces its water line. There will be temporary lane closures from Shepard Lane to Grandview Road for potholing as well. Work is scheduled Monday through Friday from 8:00 am to 4:00 pm. Detours are available.
- Manzanar Pavement Project – On U.S. 395 from Fish Hatchery Road near the Fort Independence Reservation to 2.5 miles south of the Manzanar National Historic Site, crews are rehabilitating the pavement, constructing pedestrian bulbouts in Independence, and installing a flashing pedestrian beacon with a mast arm at Market Street. Northbound traffic has switched to the inside southbound lane using a temporary crossover about two miles south of Manzanar. One lane in each direction is closed in town and turns onto several cross streets are unavailable from U.S. 395. The speed limit is reduced to 55 mph and 25 mph within Independence. Work is scheduled Monday through Friday from 7:00 am to 6:00 pm. Drivers may experience delays.
- Lone Pine Sidewalks Project – On U.S. 395 in Lone Pine, the outside lane and shoulders in both directions are closed while crews build sidewalks and replace drainage infrastructure in the following locations:
- From Teya Road to Inyo Street,
- From Locust Road to E. Lubken Avenue.
- Work is scheduled Monday through Friday from 7:00 am to 7:00 pm. Drivers may experience brief delays.
Mono County
- Bridgeport Utility Work – On U.S. 395 from Emigrant Street to one mile north, utility crews continue to replace poles Monday through Friday from 8:00 am to 4:00 pm. There will be one-way traffic control, and drivers may experience 5-minute delays.
The Manzanar Pavement Project received $44.64 million and the Bishop Pavement Project received $18.36 million from the Infrastructure Investment and Jobs Act of 2021 (IIJA) – also known as the Bipartisan Infrastructure Law. Under IIJA, California will receive an estimated $41.9 billion over five years. IIJA provides significant funding to rebuild California’s transportation system, including support to improve roadways, bridges, freight projects, public transportation, infrastructure safety enhancements, and to increase infrastructure resiliency to the impacts of severe weather and climate change. The Manzanar Pavement Project received $5.78 million and the Bishop Pavement Project received $2.4 million from Senate Bill (SB) 1. SB 1, the Road Repair and Accountability Act of 2017, provides $5 billion in transportation funding annually split between the state and local agencies. Road projects progress through construction phases more quickly based on the availability of SB 1 funds, including projects that are partially funded by SB 1.
