Big Pine Paiute Tribe Thwarts Second Violent Incident by “Shadow Council” Faction
Big Pine, CA – On Sunday, January 28th, individuals claiming to be leaders of an illegally formed government, known as “the shadow council,” disrupted a meeting of the constitutionally elected Tribal Council (Tribal Council) of the Big Pine Paiute Tribe of the Owens Valley (Tribe). The Tribal Council is saddened by the continuing violence perpetrated by the shadow council and its followers, and condemns the violence inflicted on innocent individuals.
During the meeting, Heather Torres and Doree Richards continually disrupted the meeting until they were asked to leave. When they refused to leave, the Tribe’s security officers escorted them from the building. They reacted by physically attacking the officers and bystanders. These violent interactions and disruptions of the Tribe’s business are unacceptable and they are an assault on the Tribe’s values and principles.
The Tribal Council called the January 28 meeting to discuss the violent attack by the shadow council and about 20 of its supporters on the Tribe’s Offices, officials, and staff on January 7, 2024, and to share security video that recorded some of the events of January 7. Instead, members of the shadow council and their supporters disrupted the meeting by continuously shouting insults, refusing to follow meeting protocols and engaging in disorderly conduct before their violent exit from the meeting.
The Tribal Council is investigating both incidents. Individuals involved will be held accountable in accordance with California law and by the Big Pine Paiute community. The Tribal Council has distributed surveys to the tribal community to gauge penalties for anyone who participated in or helped plan the violent attack on January 7th. A range of penalties are being considered, including loss of eligibility to hold elected offices and committee positions. There will be an open General Council meeting at the end of February for a final review of the evidence and penalties, with a vote to decide the penalties approximately 10 days later. Big Pine Paiute Tribal members 18 years and older are eligible to vote on the penalties.
Big Pine Paiute Chairwoman Cheyenne Stone stated, “Our priority remains the safety and well-being of our citizens, the integrity of our Constitution, and the customs and traditions that uphold our nation. We call upon all Big Pine Paiute citizens to join us in promoting respect, peaceful engagement, facing violence head on, and holding offenders accountable. Above all, we invite you to seek justice for those who have been harmed. We wish to send a clear message to everyone on the Big Pine Paiute Reservation that violence and insurrection will not be tolerated and those who engage in such acts will be punished.”
Lastly, the Big Pine Paiute Tribe expresses its deepest appreciation and gratitude to Big Pine Tribal Security. Led by our very own tribal members, the security team conducted themselves professionally and provided a safe environment for our citizens to organize without the threat of harassment and violence.

She’s living in her son Alan Mooses house while he’s in jail for beating his dying girlfriend up. Heard he will be charged with MURDER. Cheryl played a big part in having that lovely family that lived in the house before her son removed. Big Pine General Council voted and approved gaming/Casino a few years back. Previous Tribal Councils failed to follow through on our vote. I do know Gina Jones publicly stated she wasn’t for gaming on our Reservation. We need jobs, a Casino will provide jobs and income if it is operated correctly and is built on Highway Frontage.Fort Independence has a Casino, Cannabis Business, campground, fish hatchery, and more. We’re waiting, our people are waiting.
Location plays a big part in if the casino will be profitable. Big Pine does not have that. There are so many more feasible options other than a casino. I believe if the shadow council and their followers would leave our community alone our new generation of leaders will get us there. The old regime is stuck in the 80’s which is over 30 years ago. Times have changed significantly and everything is done on your phone/laptop. This is the type of things are tribal members need to learn to help grow our knowledge to keep us up with the rest of the world. We have a lot of young people who can get us there and get us out of this grim situation we have been in for the last 40+ years with the same people and families always running the tribe. We have nothing to show for ourselves and I believe this current council will get us there!

What ever happened to keeping tribal matters out of the public eye. Historically, what happens at meetings stays there, why we are posting videos, publicly arguing and inviting the media into tribal business is beyond me. These press releases are an embarrassment to our tribal communities.
People need to be held accountable for their actions. If they stay hidden what does that do? The SAME PEOPLE have been bullying and abusing our tribal community for the past 30 years, and everyone on the reservation KNOWS IT. The Rez community has just been too afraid of retaliation from the bullies to stand up and fight them. And with good reason. When members of “the shadow council” were in positions of power they were DISENROLLING tribal members, EVICTING tribal members, CUTTING OFF ACCESS TO WATER to tribal families, WITHOLDING financial assistance from tribal members, CANCELLING GENERAL COUNCIL MEETINGS FOR THREE YEARS, DENYING HOUSING to tribal members, and very likely mismanaging state and federal grant funds ——— and that was just during the pandemic.
But now that the internet exists, bullies, manipulators and abusers no longer have the luxury of secrecy to protect them. Bullies can no longer shout down and intimidate our people without revealing their own true nature. Now their gross behavior and matching faces are out in the open for EVERYONE to see on YouTube. Now everyone can see what filthy, disrespectful and fake people they really are.

I’m glad to see the big pine tribal community hold public meetings to see the evidence for themselves. And I’m glad to see official statements from my tribe that condemn criminal behavior.
I support THE REAL TRIBAL COUNCIL Cheyenne Stone, Deanne Cheshire, Tawny Williams and Ashlee Dondero because those women are speaking up! They are PROTECTING the most vulnerable members of our tribe (our precious young mothers) and they are EXPOSING abusers and the people who enable them. I REJECT Alan Bacock, the newest champion of the shadow council, whose “sole priority” is to remove those four powerful Paiute mothers from their elected positions.
For too long, Paiute women have endured assault and abuse inflicted by vile individuals who are protected by corrupt leadership. For 20+ years, the same disgusting people have had control over our tribal government. No more. The shadows no longer have the power to hurt our community. GOOD.
I pray that the evil infecting “the shadow group” and by extent our tribal community is fully exposed to the fresh air and the light of day. And I pray for all native people in this valley to have the strength to stand and fight this group of violent cult members and the corrupt inyo county officials protecting and enabling them (Sheriff Rennie, Sheriff Dorame, DA Hardy and others).
The primary manipulation tactic of abusers is to separate their victims from their families, isolate them from the world outside and make them feel shame and EMBARRASSMENT for speaking out against the abuse. Sound familiar?
