Town Council Meeting Items for March 19, 2025

3:00pm: The Town Council will participate in a ribbon cutting ceremony for the Innsbruck Lodge Affordable Housing project located at 913 Forest Trail.
Staff will introduce new Finance Director Megan Chapman and new Revenue Specialist Marcy Castro.
Staff will present the Summer 2025 construction projects and a Capital Improvement Plan (CIP) update.
Public Hearing: Town Council will consider the approval of District Zoning Amendment 24-001, Use Permit 24-004, and Tentative Tract Map 24-003 for a subsequent amendment to the Amended Phase One Clearwater Specific Plan (CSP) located at 164 Old Mammoth.
Policy Matters: Staff Adjustments and mid-year review, presentation on budget performance through the second quarter of FY2024-25 and approval of Budget Amendments, annual evaluation of the Town Manager and consideration of merit pay adjustment and consider resolutions and a letter opposing local forest health, wildfire mitigation, and social and economic impacts that will result from federal funding cuts.

Sidewalk Safety for Yourself and Others

The Mammoth Lakes Police Department would like to share an important reminder regarding sidewalk safety via the California Vehicle Code. It is a myth that pedestrians have the immediate right-of-way at a crosswalk. If you enter the crosswalk without looking or taking your own safety into consideration (i.e. walking blindly into the path of a vehicle), you have not established your right-of-way nor have you practiced self-preservation. According to the California Vehicle Code (CVC), pedestrians need to stop at the entrance to the crosswalk, look, and establish their right to cross before proceeding. Establishing your right-of-way means you arrived at the crosswalk first and clearly indicated your intention to cross. Make sure drivers see you (think eye contact or a wave) and make sure you stay in the crosswalk. Once you walk outside of the crosswalk, you are no longer protected by the vehicle code in the same manner. Drivers don’t think you’re off the hook here. The CVC says you must fully STOP at a stop sign and scan for other vehicles and/or pedestrians waiting to cross. Whoever arrives first, whether vehicle or pedestrian, gets the right-of-way to cross first. If two vehicles arrive at the same time, the vehicle on the right has the right-of-way. Look to your right and that vehicle goes first.
