All members of the public are encouraged to participate in the discussion of any items on the Agenda. Members of the public will be allowed to
speak about each agenda item before the Board of Directors takes action on it. Any member of the public may also make comments during the
scheduled “Public Comment” period on this agenda concerning any subject related to the Board of Directors or the Owens Valley
Groundwater Authority.

NOTICE TO THE PUBLIC: In order to minimize the spread of the COVID-19 virus, Governor Newsom has issued
Executive Orders that temporarily suspend certain requirements of the Brown Act. The Bishop City Council
Chambers are closed to the public, and the Owens Valley Groundwater Authority will conduct this meeting
